For calling Italy from the United States I’ve been recommending my colleagues two different phone card companies. The first has a call per minute rate of 1.2¢ for calling a land line and the other starts at 11.9¢ per minute for dialing a mobile number in Italy.
For calling a land line in France I use Speedy pin’s Clear Connections phone card which has a rate of 1.3¢ per minute with no fees. But for dialing a mobile number I use phone cards from the company Nobelcom. They have call per minute rates starting at 8.9¢ per minute. Both are highly reliable companies.

Their rates for calling a land line begin at 0.9¢/minute and 8.9¢/minute. Not only does Nobelcom have great rates they are also very reliable as well.
